You don't necessarily need to earn a second certification to ISO 9001, but you do need to follow all its obligations. If you already have a current ISO 9001 certification, you'll only need to pay attention to the parts of IATF 16949 that are specific to the automotive industry. Otherwise, you will need to consider the requirements of both standards.
我记得那个协会好像也有相关的说明，我找不到了。16949和13485不一样。
