这两个条款中的计划是一个事儿么，还是说vda中指的是量化的质量目标，APQP中的保证计划包含这个目标

我的理解APQP的范围比VDA6.3 2.4条款提到的监视计划要大。
APQP是顶层质量策划文件，定义项目整体的质量目标、风险控制策略及资源分配
VDA6.3 2.4条款仅仅关心质量相关的项目活动（如DV/PV测试、供应商管理、软件验证等），并持续监视其符合性及目标达成情况

我看了一下英文原文（附在下文），似乎两者的要求还是有区别的，我的理解是VDA 6.3 P2.4要求“质量计划”的是APQP 或 VDA MLA，而“产品保证计划”只是“质量计划”的一部分。
VDA6.3 P2.4 Have the quality-related project activities been planned, and are they monitored for compliance?
Minimum requirements relevant for assessment:

• The quality related project activities meet the specific customer requirements.
• Both product and process assurance measures are part of the quality related activities.
• Verification and validation of the product and process requirements are included in the planning.
• The planning also addresses critical components and supply items (internal and external suppliers).
• The planning is regularly monitored for compliance and for target achievement.
• The quality related activities relevant to software have been taken into account.
  

Examples for implementation:

•        Project plan

•        Customer milestones

•        Customer requirements with regard to quality plans

•        QM plan (e.g. from VDA MLA or APQP)

•        Audit and assessment planning

•        Customer specifications

•        Specific software milestones e.g. reviews of code and models

•        Test case creation and validation

•        KPIs relevant to software (metrics, test coverage, level of test automation, rate of error reduction etc.)

•        SW-Q release

•        Risk assessments (Special Characteristics, cyber security)

AIAG APQP 1.12 Product Assurance Plan

The Product Assurance Plan translates design goals into design requirements and is based on customer needs and expectations.

This manual does not require a specific method for preparing a Product Assurance Plan. The Product Assurance Plan can be developed in any format understood by the organization and should include:

Outlining of program requirements

Identification of reliability, durability, and apportionment/allocation goals and/or requirements

Assessment of new technology, complexity, materials, application, environment, packaging, service, and manufacturing requirements, or any other factor that may place the program at risk

Use of Failure Mode and Effects Analysis (FMEA)

Development of preliminary engineering requirements
