欧盟提议于2022年底前将中链氯化石蜡和四溴双酚A加入RoHS管控!

2022年5月20日,欧盟委员会在其官方网站公开了一项针对RoHS指令限制物质的提案程序(Initiative)。提案计划将四溴双酚A(TBBP-A)和中链氯化石蜡(MCCPs)加入RoHS限制物质清单中。并且根据程序显示,此方案最终采纳时间计划在2022年第四季度完成,最终的管控要求会依据欧盟委员会最后决议为准,SGS建议各企业持续关注限用物质官方公众号的消息更新,并提前做出相应管控策略。

在2021年3月,欧盟RoHS评估机构曾发布RoHS咨询项目Pack 15的最终评估报告,建议将中链氯化石蜡(MCCPs)和四溴双酚A (TBBP-A)加入管控:

  • MCCPs 建议管控限值为0.1wt%,进行限制时需添加解释,即MCCPs包含碳链长度为C14-C17的直链或支链氯化石蜡
  • TBBP-A 建议管控限值为0.1wt%

毒性:包括生殖毒性、水生生物毒性。相关方认为MCCPs符合Reach法规中PBT(持久性、生物累积性、毒性)和vPvB(高持久性和高生物累积性)的特性,在2021年7月曾被加入SVHC候选物质清单;

功能:与SCCP类似,是一个具有阻燃功能的增塑剂。常见于PVC、软塑料、橡胶材料、涂料、胶粘剂、密封剂,尤其是电线电缆。市场上针对用作塑化剂和阻燃剂的MCCPs已有相关替代品;

环境危害电子电气产品的废弃处理、PVC材料的回收利用,会给人类健康和环境造成不可接受的风险。土壤和水体沉积物中的MCCPs进入食物链后,可能会引发生物体的二次中毒。

四溴双酚A(TBBP-A)

毒性:欧盟正在对TBBP-A的内分泌干扰特性和PBT特性进行评估;

功能:在电子电气产品用作反应型阻燃剂;

环境危害:是一种经常在环境中被检测到的普遍污染物。电子电气产品的废弃处理和回收时可能会对工人造成不可接受风险,也可能产生有害残留物或转化降解产物,导致不受控制地扩散释放于环境中。

EU proposes to add Medium-chain chlorinated paraffins and Tetrabromobisphenol A to RoHS restriction by the end of 2022

Recently, the European Commission published a proposal procedure (Initiative) for substances restricted by RoHS Directive on its official website, which recommended that Tetrabromobisphenol A (TBBP-A) and Medium-chain chlorinated paraffins (MCCPs) be added to the list of restricted substances. Moreover, according to the proposal procedure, the final adoption time of the proposal is planned to be completed in the fourth quarter of 2022, and then the revised draft will be issued. The final control requirements will be subject to the final decision of the European Commission.

As early as March 2, 2021, Oeko Institut, the EU ROHS evaluation agency, issued the final evaluation report of RoHS consulting project pack 15. The report recommended that Medium-chain chlorinated paraffins (MCCPs) and Tetrabromobisphenol A (TBBP-A) be added to the control. The control requirements are as follows:

MCCPs:Recommended control limit is 0.1wt%,It is suggested to add a restriction statement when limiting, this entry covers straight chain or branched chain chlorinated paraffins with chain length of C14-17

TBBP-A:Recommended control limit is 0.1wt%

Medium-chain chlorinated paraffins (MCCPs) (including straight chain or branched chain chlorinated paraffins with carbon chain length of c14-c17): their toxicity includes reproductive toxicity and aquatic toxicity. Relevant parties believe that mccps comply with the characteristics of PBT (persistence, bioaccumulation and toxicity) and vpvb (high persistence and high bioaccumulation) in REACH regulations, and were added to the list of SVHC candidate substances in July 2021; Similar to SCCP, it is a plasticizer with flame retardant function. Common in PVC, soft plastics, rubber materials, coatings, adhesives, sealants, especially wires and cables.

Tetrabromobisphenol A (TBBP-A): the EU is evaluating the endocrine interference characteristics and PBT characteristics of TBBP-A; As a reactive flame retardant in electronic and electrical products, it is a common pollutant often detected in the environment. The disposal and recycling of electronic and electrical products may cause unacceptable risks to workers, and may also produce harmful residues or transformed degradation products, resulting in uncontrolled diffusion and release into the environment.
