不强制要求成文信息不意味着这件事情可以不做。

通俗讲，标准中保留成文信息，是指建立文件，保持成文信息，是指填写记录。除适用法律法规和ISO标准要求保留成文信息，你一定要保留成文信息外，其他情况你都可以不保留成文信息。你觉得风险大，你就建立文件，如设备操作规程，工艺作业指导书，检验规范等，你觉得风险小，比如如何使用卡尺测尺寸，你可以不建立卡尺测量使用方法，针对卡尺的自检，你觉得不制定个自检规程，可能有风险，你就制定份卡尺自检规程

The following are some of the main objectives of an organization’s documented information
independent of whether or not it has implemented a formal QMS;
a) Communication of Information
- As a tool for information transmission and communication. The type and extent of the
documented information will depend on the nature of the organization’s products and
processes, the degree of formality of communication systems and the level of
communication skills within the organization, and the organizational culture.  
b) Evidence of conformity
- Provision of evidence that what was planned has actually been done.  
c)   Knowledge sharing
d) To disseminate and preserve the organization’s experiences. A typical example would be a
technical specification, which can be used as a base for design and development of a new
product or service.
