SCIP 问题请教

最近有国内某客户在审核IMDS时，发现有物品中所含SVHCs超过0.1%，需要提交SCIP编号

通过ECHA，下载了密钥，总算在IMDS里面设定好了，提交了SCIP， 却有如下报警：

Non-EU companies are not allowed to submit SCIP notifications as they are not subject to this obligation. The responsibility for fulfilling the obligation of providing information to ECHA of articles supplied from outside of the EU lies with the EU importers.

查了一下通报主体：
SCIP通报责任主体
欧盟境内的生产商、加工商、进口商、分销商；
直接向消费者提供物品的零售商和供应链中的其他行为人除外；
非欧盟境内供应商不允许提交SCIP通报。


询问一下，国内企业不能直接申报SCIP吗？如果不能，该如何处理呢？谢谢！
